Health Insurance Requirement for Foreign Residence Permit 2022

A residence permit is a legal document that foreign nationals who intend to stay in Turkey beyond the duration of their visa must obtain from the Provincial Directorate of Migration Management. It determines the length of time the individual is legally allowed to reside within the borders of the Republic of Turkey. In order for a foreign national to obtain a residence permit in Turkey, having valid health insurance is mandatory. Residence permit applications submitted without valid health insurance will not be processed.

The duration of the health insurance must cover the requested period of residence. Private health insurance policies arranged abroad will only be valid if contracted through the domestic branches or agents of the relevant insurance company. To be eligible for a residence permit, a person must have health insurance valid for at least one year and a valid passport or equivalent document with a minimum validity of six months. Foreigners whose healthcare costs are covered by public institutions in Turkey are exempt from the requirement of valid health insurance.

For family residence permit applications, the situation is different. In such cases, the sponsor must have health insurance that covers all family members. Otherwise, the application will be rejected. Students, if they request it, are included in the general health insurance system within three months of their registration date; therefore, valid health insurance is not required for the initial application. However, they must obtain general health insurance within three months and notify the administration.

The premium for the health insurance that foreigners are required to have in order to obtain a residence permit is not fixed and varies depending on the individual’s age and health condition. In 2022, this cost typically ranges between 1,000 and 3,000 Turkish Liras.
